Materials: The Seat is rubber, the Backrest is plastic, and the Seatbelt is nylon webbing with plastic ends.
Build
Assembling the Seat (I)
Stage 53.1
Insert the narrower (male) end of the Seat Belt through this left-side slot of the Seat, as shown:

Wrap this ‘male’ end of the Seat Belt around the back of the Seat and pass it through the right-side slot of the Seat, as shown:
Pull the ends of the Seat Belt through until they are roughly equal length, as shown:
To keep the ends of the Seat Belt in a more realistic position, I used a tiny drop of super glue gel on each and tacked them into the Seat:
Stage 53.3
Fit the Backrest to the back of the Seat so the middle posts of the Backrest align under the large tabs of the Seat.
I found it easier to slide this Backrest under the tabs of the Seat, as shown:

Secure the Backrest to the Seat with two (2) IP screws:
Thoughts
The detail on this Seat is pretty good. It is a flexible rubber, but at the right angle, it looks kind of like soft alcantara fabric! Keep this seat assembly nearby as we will add more to it in the next stage.
